James R. Carter was a Naval Photographer's Assistant, stationed on Palmyra during World War 2, from 1942 to 1944. After the war, James saved many of his film negatives, taking them back home for safe keeping. In January of 1942, photos of Palmyra were taken and sent to PRISIC (Photographic Reconnaissance and Interpretation Section, Intelligence Center) for analysis of the Navy's construction progress, focusing on the communication facilities.
